In the poem elementary school classroom in slum, the poet Stephen Spender highlights the plea of slum children.
They are so unwanted by the society, the “rootless weeds” means those that are unwanted. They do not belong to society. Weeds means unwanted and rootless means not belonging. It has double effect on the people.

If you re-read the poem you will find that it's not their faces but the children itself which are compared to the rootless weeds. Roots are something which holds down a plant firmly whereas weeds are unwanted plants. This goes to convey that the children are unwanted, unloved and also lacks all support to flourish whatsoever
