Chlorine has the Highest Electron Affinity in the periodic table (Even more than Fluorine). Then how Fluorine is the most Electronegative?

Electron affinity of chlorine is higher than that of flourine. This results due to the small size of fluorine making greater electron-electron repulsion than how it does in chlorine. This in turn, makes it for electron affinity of chlorine being higher than that of flourine.
