The element chlorine cannot conduct electricity because its outer electrons do not have the ability to move, to work as a conductor, because they have strong covalent bonds So it can't work as Conductor but work as Insulator.....

chlorine is insulator of electricity because it doesn't have any free electron in it's outer layer to hold and carry charge ...... hope it help
