Both time will be equal because in first case the lift is in rest so acceleration is zero,so let the time taken.
But in second case the lift is uniformly moving means uniform velocity(implies constant velocity) means no change in velocity and hence acceleration is zero.
so again it became as the first case .
Hence in both cases time taken should be same.
As in both case there is no acceleration (here zero).
