From the question it appears that the solid is a cone
So,
r=3.5cm
h=12cm
Its capacity =Its volume

Volume of cylinder =
\pi \times  {r }^{2} \times h
=22/7 x 3.5 x 3.5 x 12
=22 x 6 x 3.5
= 22 x 21
=462 cm3
