Explanation:

Cities were formed much before planning, so to meet the demands of the increased population development becomes necessary. As the city is already overcrowded, development is possible only when place is cleared by dislocating communities, which might destroy lifestyles. Like in order to widen a narrow road, we have to make space by destroying some properties along its sides. For a new metro project to be launched, communities have to be relocated. These difficulties must be accepted for the greater good of the society.

However, development should be planned to create minimum discomfort and least destruction. Plans are to be made to disturb the least number of communities and conserve as much vegetation as possible, as trees are already rare in the cities and we need to conserve them wherever possible.
