Cl-has completely filled K,L,M SHELLS .explain it based on Bhor-Bury theory

Bhor bury theory makes us understand that there are shells like K L,M,N ...... each shells capacity can be found out by using formula 2(N)^2 . here atomic number of chlorine is 17 and we know that K shell has 2 e and L shell has 8 e and M shell has 18 e . cl- 2,8,7 but in the question it is cl- so one electron should be added it becomes 2,8,8 hence it completely filled
