Anil was a struggling writer ,this is explained by his behavior of working in fits and starts . Anil would borrow one week and lend the other and he was always worrying about his next cheque.

It means that anil do not work in any fixed company so, that he dont get the money /salary on time. He write the books and sell them in the market. Therefore, the phrase "by fits and starts " means not confirm is used in this lesson
