Answer: because he want to be escape by the grandmother if she get to know that he has bring one more pet she become more angry and the ticket collector is instead of calling toto a monkey he call him dog because the grandfather put the Toto in a bag so that no one can see him and he also not create any kind of disturbance but toto start moving in a bag he come out of the bag and he also look like a dog that's why ticket collector call Toto as a dog
