NO, I AM NOT SATISFIED WITH THE ENDING.
THE POEM SHOULD HAVE A HAPPY ENDING, BUT, LORD ULLIN WAS LEFT LAMENTING.
It should have ended with Lord Ullin's giving assent for her daughter's love, And they should have lived happily.

Khushib707: then how it should be end?

THE SHRIEKING WATER WRAITH DOES CREAT A FEELING THAT SOMETHING TRAGIC IS GOING TO HAPPEN. THE RISING WATER LOOKS NOT ONLY TERRIFYING LIKE A GHOST BUT ALSO ITS SPLASHING SOUND LIKES THE CRIES OF A GHOST INDICATING THAT SOMETHING UNTIWARD IS GOING TO HAPPEN. SINCE THE BOAT MAN IS ROWING THE FLEEING LOVERS IN HID BOAT IN DUCH A TEMPESTUOUS WEATHER SUCH OMINOUS SIGND CAUSE CONCERN IN THE READER MIND FOT THEM.
