I think classroom relationships (both teacher-student and student-student) are not not only important for developing the mathematical abilities for children but in general learning and development of the children. 

Having a well-managed class is important to creating the positive learning atmosphere for the children to learn from their peers as well as their teachers. Also, the positive atmosphere is also part of the cycle that can help to establish the students' learning habit and skills to learn on their own in the long run. 

As for learning Math, I think many teachers (or even students themselves) have overlooked to importance of learning from others. Many tend to work on their own, either not knowing how to help others and ask for help. Not only those who got help can learn from the process. For more able students, teaching others help to strengthen their foundation knowledge and allow them to look at the same topics (or a single math problems) from a different perspective. Being able to look at the same issue from different perspectives is very important for Math learning as well as lifelong learning.
