Wet clothes dry faster on a windy day, UNLESS the atmosphere is saturated with water, in which case a sunny day works better - but it doesn’t have to be a warm day, in either case.
Wind is better because the air is moving through the moist garments, picking up moisture and moving away, making space for more air, which picks up more water…on a still day, the air next to the clothes may pick up moisture - and just sit there, as full of moisture as it can hold, without removing any additional moisture from the wet clothes.
Moving air is faster at drying clothes in almost every situation, unless it is actually raining or very foggy.

because cold wind contains water molecules it can easily observe moisture from solid particles
