Carbon dioxide is not flammable— can't burn any more— because the fuel, carbon, has already been burned, reacted with the oxidizer, and there is no more carbon available to burn, and no more oxygen available to help it burn. They have both combined into carbon dioxide, and “aren't themselves any more”.
