Because on passing Co2 over lime water, CaCo3 is formed so it turns the water milky.

Let me explain uh the answer of this question by sharing an activity .
Dissolve A Pinch of calcium hydroxide in a glass of water to obtain limewater . Pour the limewater in a clean transparent bottle . Place your mouth over the bottle and breathe out (blow) air into it several times .

The lime water turns milky because the air you breathe out contains carbon dioxide with reacts with limewater .
So ur answer is that limewater turns milky becoz Co2 reacts with it . Due to reaction between Co2 nd limewater there is a formation of insoluble calcium carbonate .
