This is because of the warm North Atlantic Drift which passes along the coast of Norway. The adjoining coastal areas which don't have the influence of this current remain cold in winter.

HI!!
Warm currents along the coasts make the coastal areas warner and cold currents make them coller than usual. This is why the coasts of Norway are not frozen in winter whereas adjoining coasts are frozen for most parts of the year.
