A generic drugs is  

a drug product that is comparable to brand/reference listed drug product in dosage form, strength, route of administration, quality and performance characteristics, and intended use. emphasis mine

Every word in that description is extremely important. The FDA doesn't approve molecules, it approves products. The drug product doesn't have to be the same. Ibuprofen is the generic of advil but the pill itself is different with regards to taste and color. The drug doesn't even need to be the same, biogenerics are nearly impossible to replicate 100%.  

However, what does need to be the same is that the drug has to "work" the same in the pharmacological sense. That means dosage form, strength, route of administration, product characteristics, and intended use.
