Both are basically the same. The only difference is that they use 'infinitive' and 'that' as a verb.

The important part is 'He is honest.' and the rest acts as an adverb.

(a) uses infinitive. Infinitives can become an adverb.

He is too honest to accept a bribe.

(Here, 'to accept a bribe' is an adverb. The sentence is already complete, because 'He is too honest.' is a complete sentence.)

(b) uses 'that+S+V'.

He is so honest that he will not accept a bribe.

(Here, 'that he will not accept a bribe' is an adverb. Because the sentence 'He is so honest.' is already complete.)
