Indian Parliament is called bicameral because it is divided into two two house; the Lok Sabha (House of People) and the Rajya Sabjha (Council of States). The Lok Sabha consists of 543 directly elected members. The Rajya Sabha has 250 members most of which are elected by members of state legislatures. 

The Lok Sabha is the more powerful of the two houses since it is directly elected. It alone has the power to decide on financial bills and to introduce no confidence motions against the government. However, the Rajya Sabha is also important because all other bills need to be jointly passed by both houses. 

The reason the Rajya Sabha exists, despite not being directly elected, is to act as a check against the arbitrary exercise of power by the Lok Sabha. The Rajya Sabha also acts to guard the federal structure of the country so that the Lok Sabha cannot pass any measure that infringes on the constitutional powers of the states. It was also felt that the Rajya Sabha will be composed of elderly statesmen from whose wisdom the country can benefit.
