As we know that ,

Number of electrons = Number of protons

Hence, atomic number is fundamental than Mass number

Two elements can have the same mass number but all elements have different atomic number . Hence atomic number is unique

For example, isotopes having same atomic number but different mass number have similar chemical properties and isobars having different atomic numbers but same mass having different chemical properties. Thus, atomic number of an element is a more fundamental property than atomic mass.
