According to my opinion.

Government is only responsible. Whenever elections come, government, to win, they wavier every loans, from small to big ones.
Seeing this farmers feel that, whatever loan they are taking, will be excused by government on the time of elections.
Many succeed also, but, the one's who don't succeed, become frustrated about the loan.
The one more irony is, government provide relief money after suicides. The farmers think that, after they die, they will be provided with enough money to fulfill their loan.
This is the reason for suicides.
What's more, they don't use money for their basic needs, they use money for fun only.
I belong to the agriculture oriented state of Bihar and I know about them.
Don't feel offensive, please.
