The 'property' here means the bicycle owned by the author. The 'lunatic' here is the person whom the author was supposed to go on a long bicycle ride with. Instead the man was more interested in taking out the various parts of the cycle. The author was unable to do anything to save his 'property' from the man.

Though the bicycle was not a brand new one but it was in a fairly good condition and could be ridden. However, when the author's acquaintance arrived, the guest insisted that the tyre of the bicycle wobbled. So he almost operated upon the bicycle, using a screwdriver and a hammer and took the entire thing apart, which made the author utter these lines.
