Both Nazi Germany and  France had contrasting views of citizenship because Nazi Germany had dictatorial rule but France became a democracy after a revolution.

1. In France people enjoyed political rights, freedom of speech and opinion and equality before law. These were not prevalent in Nazi Germany.

2. France Revolution generated the ideals of liberty, equality and fraternity. All citizens were equal. but in Nazi Germany only Aryans were regarded as superior.
