only those elected by the ppl rule the country
citizens enjoy various freedoms .. they can express their opinion
major decisions are taken by the elected leader.

in a non Democratic govt
the rulers r either military dictators or monarchy .
they can't express their feelings
ppl may have elected their representatives but the can't take final decision .. Pakistan
ppl can't elect their rulers
there is no free and fair election .. CHINA& MEXICO
