It is based on the concept of popular sovereignty. They are responsible to the legislature which in turn is accountable to the people.
Permanent Executives- Derives strength from administrative positions and technical expertise. They are subordinated to political executives. They make policies on the basis of the collection of factual information about a concrete situation. Remains in the office until they attain the age of retirement and not with the change of the government.
