This is because the rays are diverged ater refraction of the light ray. The light ray never intersects.

In convex intersection takes place therefore we get a real image.

concave lens always forms a virtual image and never forms a real image.

This is because of the fact that it always diverge the light rays and never converge them so light rays passing through it will never actually meet and no real image will be formed.
