your question is wrong because force can never be zero work can be zero when it is perpendicular and when any person is a stand on the road or at any place by taking the heavy load such as luggage and something , work can be positive when force is applied in the direction of motion and work can be negative when force is applied on the opposite direction of motion of object in this condition work can be zero positive and negative.
