A territory may be admitted to the Union as a state after its officers petition Congress for an enabling act, establish a constitution, and meet certainrequirements (often regarding population) as set forth by the U.S. Congress. Congress itself may initiate such action.
The plan called for the Northwest Territory to be divided into three to fiveterritories; then it described a three-stepprocess each territory could follow to become a state. As the first step toward statehood, each territory had to appoint a governor, a secretary, and three judges.
