conductor allows electric current to flow through them why not insulator

Because Insulator Is A Poor Conductor Of Electricity So The Current Do Not Pass through It,.
In Insulator There are no electrons to move through.
Examples Of Insulators Are -> Rubber, Fiber Glass, Oil, etc.

Because in conductor there are some electron which are free to move and hence they conduct electricity But in insulators there are not any electrons which is free to move and hence they do not allow conduction.
