Conflicting goals mean that development goals of a particular person or group is harmful and opposite to another persons development goals. For example a rich business man can have development goal of erecting a large dam.

The two main aspects of development are:

- Different people have different developmental goals.

-What many be development for one many not necessarily be development for the other, it may even be destructive for the other.

In consideration of these aspects, we can establish that conflicting goals can also be developmental goals, as conflicting goals could satisfy at least the developmental goals of one of the parties involved in the conflict.

For example: For the purpose of infrastructural development, the municipalities have to eradicate slums. Therefore, eradicating slums is a developmental goal for them. At the same, this is an under-development and also a destructive goal for the people living in the slums. Here arises a conflicting developmental goal.
