c) Both 1 and 2 i.e; 

1. Aadhaar card can be used as a proof of citizenship or domicile.

2. Once issued, Aadhaar number cannot be deactivated or omitted by the issuing authority.

The Adhaar Card is the national identity of every person. Every person has a different Adhaar Card number which individualized by their fingerprints etc. Hence, both the statements; 1 and 2 are correct.
