State level there is Governor in whom executive power of State is vested by the Constitution.  

But Governor acts as nominal head and real executive powers are exercised by Council of Ministers headed by Chief Minister.  

He enjoys same position in state as President enjoys in Centre.  

President as nominal executive of Union rarely use discretion in exercise of his powers but Constitution grants discretionary powers to Governor.

Governor of State is appointed by President of India.
