first draw the side BC 4.5 as a base because its the longest in measure

then, from point B mark an arc of length 3cm by a compass

then from the other point intersect the previous arc by the measure 3.5 again by a compass

the point so obtained would be point A

now, join the point A with the other 2 points i.e. point B and C
