3.) With O as center, draw \angle XOC = 60

4.) With O as center, draw an arc of 3.1 cm at XO, mark the intersecting point as D.

5.) Extend \overline{XDO} to Y

6.) With D as center, draw an arc of 6.1 cm to intersect \overline{XDY} at B.

7.) Join ABCD, which is the required Parallelogram.
