Steps:

Draw line OB 10 cm

Draw a long arc touching line OB with center as point O and radius 4 cm

Let this arc intersect line OB at point X

With same radius (4 cm) and center X cut an arc on the arc made from point O at point D

Repeat same with center D to intersect at point C

From new points C and D and radius more than 2 cm, make arcs above Points C and D which intersect at point E

Draw line EO and extend it on the E side

Mark point A on line EO (extended)

angle AOB is the required 90 degree angle
