(1) Draw a line segment XY = AB + AC + BC = 13 cm.

(2) From point X, draw an angle equal to the value of ∠B =  60°, i.e., ∠PXY = 60°.

(3) From point Y, draw an angle equal to the value of  ∠C = 75°, i.e., ∠QYX = 75°.

(4) Now draw the angle bisector of ∠PXY and ∠QYX, which will intersect at point A.

(5) Now draw the perpendicular bisector of AX and AY, intersecting at points B and C in line XY.

(6) Join AB and AC.

Hence, ABC is the required triangle.
