First u should convert ethyl chloride to butane by Wurtz reaction

Second Butane is treated with Bromine gas(in presence of UV light) to form 2-Bromo Butane

Third 2-bromo butane is treated with alcoholic potassium hydroxide which converts it into but-2-ene.

Fourth But-2-ene is treated with bromine (or any halogen) gas in presence of carbon tetrachloride which converts it into 2,3-dibromo butane.

Fifth(Last)  2,3-dibromo propane is treated with NaNH2 in presence of liquid ammonia which converts it into but-2-yne.
