Copper is used to make hot water tanks but not Steel  because

1)copper has very high thermal conductivity compared to that of steel
2)copper is a very good conductor of heat
3)copper gets heated up very fast and it requires very less energy to get heated and hence lots of energy can be saved

Copper is used to make hot water tanks due to the following reasons :

=> copper is a good conductor of electricity
=> copper , being a less reactive metal, doesn't react with water [ cold water , hot water or stream. Whereas , steel , which is an alloy of iron , reacts with steam , and a chemical 
=> copper is protected by a layer of copper oxide , which helps in preventing corrosion , or slows down corrosion
