cotton is solid but it floats on water. why?

Cotton has large number of pores, in which air is trapped. Hence reducing its density and increasing the volume. Therefore cotton floats on water.

The floating and sinking depends on the DENSITY of water not on the state of matter.

Objects what ch have lower density as compared to water, floats and rest sinks.

Density is calculated as Mass per unit volume.
It's formula is Mass/volume and unit is kg/m³
