Scutellum is the outward projection of the embryo which is cotyledon in monocots. Scutellum is attached to the embryonic structure by means of vascular tissues.  During germination the embryo produce gibberalic acid. After 24 hours the scutellum also starts to synthesise GA.  GA starts the production of many other enzymes too. these enzymes helps in the mobilization of the endosperm and the benificial substances are absorbed by the Scutellum which are then passed on to the embryo.

monocots show underground growth which is the hypogeal germination.

while in non-endospermic seeds the cotyladon stores the food while in endospermic seeds it produce GA and get food from the enzymes function that are produced in reaction to the Gibberalic acid and trasnfer it to the embryo.
