The historical reason is that the 2 mm size for the sand fraction  was adopted  by the commission on mechanical and physical soil  investigationbased on the work of Atterberg (Commission Atterberg created at the international agrogeological meeting in Stockolm 1910). Atterberg placed the limit between sand and gravel at 2 mm because

material larger than this has an insignificant capillarity  (Roderick)
