The legislative council directly doesn't have any role in passing the money bill. A bill is passed by the legislative assembly. After the legislative assembly passes the bill it is then forwarded to the legislative council, the council crosschecks the bill and recommends the needed corrections. Again the bill is sent to the legislative assembly, and the members of the legislative assembly can either accept or reject the recommendations.
