The people living within the communities have to care about them and they also have to teach their kids to pick up after themselves. I can't tell you how many times I've had to pick up trash, water bottles, candy wrappers, etc. left behind by unruly kids. My parents made me pick up trash, but most parents these days do not instill in their kids to pick up after themselves.
