Florence Sargent’s theory of industrial localization states that the relation of the industry to the distribution of occupied population is more important than the relation between industry and area.

He developed two new concepts of statistics in this respect: Location Factor and Coefficient of Localization.

This theory is helpful in figuring out the degree of variation of concentration and dispersal of industries.

However, it is not so helpful when forming the industrial policy of a country because the information is current and has no logic.
