Cuscuta(Dodder) is a complete parasite because parasite are the one which depends on others for their food.

There are two types of parasites :-

1. Complete parasite

2. Incomplete parasite

Cuscuta is a complete parasite because it depends upon others for its complete survival i.e. food and water

Note :- If a plant depends upon others only either for food or water then it is an incomplete parasite

Now cuscuta depends completely on others so it is a complete parasite

Cuscuta does not contain chlorophyll and cannot able prepare it's own food and grows on another host plant to get nutrients for its growth. Hence it is categorized as a parasite.
