Particles of water have spaces between them. Sugar molecules settle down in between this space in water due to small size and also the solubility it has with water. Stone on the other hand has it molecules tightly packed with each other therefore it is harder for it to dissolve in water. The water molecules around the stone move away therefore creating a rise in the size but in case of sugar sugar molecules simply settle down in the empty spaces between the water molecules
