On any level beyond the local democracy fails. The origins of pure democracy were in the Greek city states that functioned due to the relatively small population and because suffrage was not universal which meant that the empowered class was more homogeneous than diversified.
The same held true in the early stages of the Roman empire. Once a certain population level was reached democracy failed and society reverted to the king/dictator/strong man form of governance.
With the English development of the Magna Carta a new format for democracy began to evolve. The Social Contract. Centuries later the next development was the Mayflower Compact. People committing to live by specific principles for the benefit of the majority.
This led eventually to the development of the United States Constitution. A representative democracy designed to protect the citizens from excessive governance combined with enough authority to accomplish defined goals.
As many have remarked it is not a perfect system but it does seem to be the best set of compromises yet developed for governance with democratic principles.
It still depends on an educated electorate capable of critical thinking with a willingness to compromise for the greater good
