total animals = 16

let number of chickens be x

and no of cows be y

therefore

x + y = 16
x = 16-y

now

no of legs of 1 chicken = 2

no of legs of x chicken = 2x

no of legs of 1 cow = 4

no of legs of y cow = 4y

ATQ

2x + 4y = 60

x + 2y = 30

16 - y + 2y = 30

y = 30 - 16

y = 14

now

x = 16 - y = 16 - 14 = 2

there are 14 cows and 2 chickens
