Option c is correct ,heavy competition for work among farm labourers.

● DALA is a landless farmer who used to work in Palampur on daily wages.

● Instead government set minimum wages of Rs 300 but he get low wages of rs 160 because there was heavy competition among labour's and some of labour's get ready to work on of wages .

Due to this hard competition he also got low wages otherwise if he refused to work on low wages, he won't get any work.
