In this era of globalization, international cooperation is a must. Any country whose ideology is not in line with the collective welfare of the world, automatically becomes a hostile nation. Such nations need to be treated differently, mainly through the imposition of economic sanctions, since certain issues are of international significance and the actions of such nations affect world peace.
To begin with, nations have aggressively started funding research and development, to improve the situation of the country in economic and military terms. So, though nuclear energy can bring about development, it can also cause total destruction. A nation that consciously chooses warfare over welfare is threatening world peace and deserves to be boycotted by the other countries.
Similarly, all countries need to come together to effectively deal with issues like pollution and terrorism. Any nation that refuses wholehearted cooperation is obviously being selfish and not considering the big picture. Such irresponsible hostility cannot logically be rewarded with politeness.
