Debate on Clean India - Complete Responsibility of Government only ?

    Clean India is an official government campaign in India. It was started by PM Narendra Modi on 2nd Oct, 2014. The aim of the campaign is for 

   1. Providing every citizen an access to hygienic and sanitation facilities.
   2. Providing every citizen fresh, clean and hygienic drinking water at their place of residence.

   Clean India requires that we dispose off the domestic and industrial garbage properly. The municipality employees pick the garbage regularly and take suitable steps to keep our towns clean.

    Government spends a lot of money for these activities. Many government employees are allocated for this. A special mission is created. A web site is created for the campaign. Minister at cabinet level is to supervise the progress.  Apps for mobile phones are developed and made available to public.  Government provides financial aid in construction of toilets in rural areas, where such facilities are not available.  

    However, the responsibility for the success of the campaign is with the public. The rural public need to give it high priority. Educated people should follow the practices for proper garbage disposal. They should help ignorant people to follow their good ways.  People should stop littering on the roads and community places.

    Children and staff should maintain their schools clean. They also should see that clean and hygienic drinking water is available.  They must see that they have toilets in schools and separate toilets for girls and boys.

    Rich and voluntary organizations could help in these activities by donating funds. They could help also by taking up constructions.

    Government should take responsibility of preventing corruption and cheating in the utilization of funds. Government should also provide water to the toilets constructed. The situation is tricky, as in many rural areas there is no water connectivity to residential areas. So many toilets are constructed. But they are not used.

    So much more than ordinary thinking will solve the problem totally. For this people and government have to solve the problems together. This can be solved steadily and only in coming years.
